On 16 January 2007 Studio Papperini Relocation organized a workshop in Rome on managing bureaucratic-administrative obstacles and logistical aspects when relocating highly qualified personnel to Italy. During this workshop the participants agreed to the constitution of a committee on highly qualified immigration in Italy, the “Comitato Italiano Immigrazione Altamente Qualificata” (CIIAQ).
This committee has been created to draw the attention of media, institutions and public opinion to issues related to highly qualified immigration in Italy.
While highly qualified immigration makes up only a very small percentage of the total number of foreigners residing in Italy, this type of migration contributes substantially to the Italian economy. Personal incomes of highly qualified immigrants are about ten times superior to the average income of foreigners in Italy. Their presence generates money flows in related industries such as real estate agencies, relocation companies, international schools, local suppliers of goods and services etc. Above all, it constitutes significant part of foreign direct investment in Italy and of joint ventures between Italian and foreign firms. Businesses which create jobs for hundred thousands of Italian citizens.
Despite these facts, companies often face persistent bureaucratic-administrative obstacles or hindrances of another nature when recruiting or transferring highly qualified foreign manpower in/to Italy.
It’s important that companies/organizations with highly qualified foreign personnel unite in a committee and take action to facilitate their admittance and stay in Italy. The committee also seeks to inspire courage to those businesses which have given up to apply for immigration of foreign staff because they’ve become tired of endless bureaucratic procedures and inconsistent practices regarding people who surely shouldn’t be considered to belong to the risk category of illegal immigration.
The committee’s main goal is to find solutions to overcome these problems in cooperation with the due institutions and public offices.
